Over the years, numerous former military and secret service employees have written books about their jobs and goals of their governments. Robert Baer is a former senior CIA officer. He wrote many books about his former employers at the time of Bill Clinton and George W. Bush administrations.
He worked in the former Yugoslavia from 1991 to 1994. He also participated in several documentaries on the National Geographic, where he accused Bush for the war for oil.
Robert Baer was interviewed by reporter Milos Cupurdija in Canada in 2012. The interview highlights some of the public misconceptions about the events that tore up Yugoslavia and led to horrific war.
Baer said at the beginning of the interview he arrived in Sarajevo by helicopter with three other agents on January 12 1991. He said that their jobs had been to keep an eye on the supposed Serbian terrorists, suspected of preparing an attack on Sarajevo.
He said that they had information about a group called “Serbian Supreme” and their plans to attack key buildings in Sarajevo with the aim to make Bosnia leave Yugoslavia.
However, he said, such group has never existed and he and other agents were tricked by their central command. They were actually given the task to warn people and raise panic amongst the politicians in Bosnia. They, as he said, basically just filled their heads with the idea that Serbs will attack. Eventually they realized they were spreading stories and fear about a group that did not exist.
The operation was called “Istina” (The Truth) which is exactly what it had not been, he said. He was given another task and left Sarajevo after two weeks for Slovenia on another job. The operation in Bosnia continued for another month or two.
When asked why he was going to Slovenia, he said that he was told that Slovenia was getting ready to declare its independence from Yugoslavia. He was given money, he said, several million dollars, with the aim to finance non governmental organizations, opposition parties and politicians, all of whom were ready to spread and incite amongst the population.
He said he could not refuse the task from the CIA, especially at the time when everybody was jumpy and given to paranoia. Many officers and agents disappeared because they refused to work on propaganda against Serbs in Yugoslavia, Baer said. He added that he had been shocked with the amount of lies CIA and the U.S. government perpetrated. Many of the agents who worked on the propaganda were not entirely aware of what was going on, as they were doing it like they were involved in just another project. Only those who could piece together the whole picture, Baer said, knew the aims of the work and they were the politicians.
Baer said that the propaganda was not entirely against Serbs. It was aimed to divide republics and to ensure that the states are separated from Yugoslavia. He said that a sacrificial lamb was needed to be blamed for everything, someone who would be responsible for the war and the violence. He said Serbia was chosen because in some way it is the successor of Yugoslavia.
When asked to name some of the politicians who took money from the CIA, Baer said that this is delicate and named Stipe Mesic, Franjo Tudjman, Alija Izetbegović, many advisors of the government of Yugoslavia, and some Serbian generals, journalists and military units. He said that Radovan Karadzic was also paid for a while, but when he realized he would be sacrificed and charged with war crimes in Bosnia, he stopped taking the help. Baer said Karadzic had been outplayed by the U.S. government.
Baer said it is already known that some CIA agents were responsible for writing official statements news anchors would read. News readers did not know anything as they received their instructions from their bosses, who received their instructions from their boss – CIA man, Baer said. The overall task was to incite hatred and nationalism through television and for differences between the people to really stand out, he added.
When asked about Srebrenica, Baer said that from 1992 he had been in Bosnia again. This time, he said, they trained military units representing Bosnia, the new state which only just had declared its independence. Srebrenica is an exaggerated story, he said, many people have been manipulated by it. He said the numbers of people killed were part of political marketing. His boss, he said, had previously been in the U.S. Senate and told him several times that at some point there would be a big con in Bosnia. Only a month before Srebrenica happened, said Baer, his boss told him this town would be known around the world and agents, Baer among them, had been instructed to inform the media. When Baer asked why, he was told he will see. After that they received an order to attack houses and people of Srebrenica with newly formed Bosnian army, Baer said. Serbs followed as they had also been paid and told to the same thing, Baer said.
Baer said that the deaths in Srebrenica had been due to Bosnians, Serbs and Americans, but the blame was laid at the feet of Serbs. He said that many of the victims had been buried as Muslims and yet they were Serbs or other nationalities. He said that few years back, a friend of his, former CIA employee, currently working in the IMF, had told him that Srebrenica was a product of an agreement between the U.S. government and Bosnian politicians. Srebrenica was sacrificed because after the alleged crimes of Serbs, America had been given a reason to attack.
When asked what was the reason to break up Yugoslavia and why would the U.S. want to have its role in the whole situation, Baer replied that the reason is obvious, as the people who quietly initiated the war and loudly shouted about the peace are now owners of the companies that exploit variety of mineral resources and the like in the countries of former Yugoslavia. He said that they simply had created slaves through the war, because now people are working almost for free and the products are going to Germany and the U.S., so they earn a lot. In the end, he said, countries of former Yugoslavia have to pay to import products they made themselves and as they have no money, they take out loans. This is the story with the whole Balkans, he said.
When asked about Kosovo and the involvement of the U.S. government, Baer said that Kosovo had been taken for two reasons, first because of mineral and natural resources, and the second reason was NATO military base in Kosovo – the largest military base in the very heart of Europe.
Baer had a message for the people of the former Yugoslavia – he said that they should forget their recent past as it was staged and faked. He said all nations of the former Yugoslavia had been manipulated and those behind the war got what they wanted. It would be stupid for the people to still hate each other, he said. He added that people should now be stronger and show that they are aware of what had happened and who had been responsible.
Baer apologised and said that exposure of the secrets of the CIA and the White House was his way to say “Sorry”.

The war in Bosnia was the longest and bloodiest waged on European soil since WWII. In 1992, in the wake of the perfect storm of the fall of communism in Yugoslavia and increasing power of Serbian president Slobodan Milošević, Bosnia and Herzegovina had long been home to Catholic Croats, Orthodox Serbs, and Muslim Bosniaks. I have Croatian roots, and I remember as a teenager spending summer vacations in Ohio with my grandparents, gathering on the front porch while Grandma cross-stiched pillowcases and Grandpa talked about the old country, Croatia, describing the different religions and ethnicities living and working side by side and even intermarrying.
All that changed in April 1992, when Serb forces shelled Sarajevo, targeting Muslims and Croats, looting, burning, and massacring Bosniak-populated regions around the country, including mass attacks at marketplaces and football stadium. Concentration camps detaining Muslims and Croats were set up in four regions. There, men, women, and children were starved, tortured, and killed. The Serbs would soon establish a complete blockade of Sarajevo, in a siege that would last until 1996 and would go down in history as the longest siege of a capital city in modern history. During these years, snipers perched in the surrounding hills or on the top floors of the tallest buildings and pecked off approximately 10,000 innocent civilians, including 1,500 children.
In the final year of the siege, electicity, water and food delivery was cut off. In August 1995, the NATO - the North Atlantic Treaty Organization - launched air strikes against the Serbs. Facing combined uprisings by Croat and Bosniak forces, the Serbs finally retreated.
The signing of the Dayton Peace Agreement in December 1995 ended the three-and-a-half-year war in the Republic of Yugoslavia, and the region was renamed Bosnia and Herzegovina. In all, approximately 100,000 people, including thousands of children, had been killed; the majority were Muslim Bosniaks. Nearly 2 million people were estimated to have been displaced. Milošević was charged with genocide and crimes against humanity. His trial stretched on for five years until, on March 11, 2006, he was found dead in his prison cell at The Hague, ostensibly from a heart attack, although conspiracy theories abound.
As part of the Dayton agreement, the UN Security Council mandated the creation of a mission in Bosnia and Herzegovina to provide an International Police Task Force (IPTF) and a UN Civilian Affairs Office. Together the branches had the not-small tasks of: humanitarian relief and refugee aid, de-mining, monitoring human rights issues, facilitating ections, rebuilding infrastructure, rebuilding the economy, and providing civilian police to train and monitor what was left of the diminished local police force.
To make up the IPTF, each UN member state was asked to supply officers from its national police forces. Out shipped officers from the Italian Carabinieri Corps, the German Bundespolizei, the French Gendarmerie National, the Spanish Guardia Civil, the Canadian Royal Mounted Police, the Dutch Koninklijke Marechaussee, and so on. Because the United States does not have this type of national police force - U.S. police is primarily made up of state, county, and city forces - the American police contingent was to be comprised solely of private contractors.
This mission to Bosnia was a lucrative bid for American private military contractors. The first ever contract of this sort - called a global Logistics Civilian Augmentation Program (Logcap) contract - was won by Houston-based Brown & Root Services. For three years, Brown & Root provided American police to Bosnia and seven other countries. But in 1995 the contract was put back up for competitive bidding, and DynCop, with headquarters in Virgina, snagged its first global Logcap contract by underbidding the incumbent.
The U.S. State Department cut the checks for DynCorp, and the media was blitzed with press releases. DynCorp would be in charge of everything from placing specialized aircraft mechanics on military bases, to staffing the mess hall cafeteria, to managing warehouses, to engineering new building constructions, to recruiting hundreds of American police officers to serve as peacekeepers.

Serbia: NATO’s Uranium Embrace

Most depleted uranium (DU) arises as a byproduct of the production of enriched uranium for use in nuclear reactors and in the manufacture of nuclear weapons. It is used in conventional munitions to enhance their penetrating capability. As is known, the warheads of munitions used by NATO for bombing Yugoslavia in 1999 contained depleted uranium. The use of DU in combat has collateral damage – chemical and radioactive contamination, the period of its long radioactive half-life is 4.5 billion years. The main danger of human life and environment comes from high-toxic aerosol or spallation frangible powder produced during impact and combustion of depleted uranium munitions which can potentially contaminate wide areas around the impact sites, leading to possible inhalation by human beings. After forming microscopic and submicroscopic insoluble uranium oxide particles on the battlefield, they remain suspended in air and travel around the earth as a radioactive component of atmospheric dust, contaminating humans, animals and environment. It is widely accepted that uranium, inhaled as insoluble particles, is carcinogenic to the lung through its radioactive emissions and that if soluble will cross the blood /air barrier of the lung to become systemic and be physiologically toxic to the kidney. It also leads to chromosomal abnormalities. A latent period may be measured by many years. The radioactive toxic agents are assimilated in the roots of plants and then get into foodstuffs poisoning men and animals again. It’s almost impossible to establish the origin of illness.
Thus, nuclear weapons have been used against the Serbs. “Small”, low-yield tactical nuclear warheads are produced by US Los Alamos laboratory. In Yugoslavia buster bombs yielding the equivalent of 10 tons of TNT (trinitrotoluene) were used to strike underground bunkers and oil reservoirs. Actually they were micro nuclear munitions 10 times more powerful than the 2000-pound projectiles used in Iraq. 100-ton warheads were used to strike air defense systems. 1000-ton warheads (small nuclear bombs) were used against ground targets. As a result of such massive depleted uranium use the area of combat action and adjacent states became a cancer and genetic disease risk zone. (1)
Western media, the United Nations World Health Organization and other international bodies shy away from tackling the problem of depleted uranium used for military purposes saying there is no objective evidence confirming its negative effect. In particular, the 2001 World Health Organization’s report says, “Soils testing for the presence of uranium does not seem to be necessary since it is understood that others (public bodies and military agencies) have found little or no radiation”, “Mass screening of the population is not recommended on the basis of evidence found in the literature, deductions made by the mission team and respected advice that was received. The mission is sensitive to the strong beliefs held by some members of the public. If these beliefs continue to be held, then a more limited testing regime could be considered based on a medical referral by a local doctor. Issues related to testing options are being considered separately by the Sustainable Development and Healthy Environments Cluster (Executive Director: Ms. A.Kern) at the WHO Headquarters in Geneva” (2). That’s all an authoritative international organization could say about the use of weapons of mass destruction with consequences unknown. Going into the details of the report one can come to conclusion the document lobbies the interests of NATO and military industry passing over in silence ecological, climatic and genetic aftermath of using munitions tipped with depleted uranium warheads. But this data is available in Serbia. Totally NATO used 15 tons of depleted uranium to strike targets in Yugoslavia. It was all converted into radioactive dust picked up by the wind and spread around the Balkans contaminating soil, air, plants and animals. The dust is to last forever, the radioactivity will reach its highest level after 100 years… The presence of uranium has started to tell in full measure. In the period 2001 to 2010 the number of people struck by carcinoma went up 20%, the cancer death toll increased by 25% (first of all leukaemia and lymphoma, that make up for more than 5% of malignant tumors in peacetime). Cancer will irreversibly go on the rise. (3) 40 thousand people are expected to be affected in Serbia in 2013 with fatal outcome in 22-23 thousand cases. The figures exceed by three thousand the number of fallen ill and by one-two thousand the number of fatal cases in comparison with 2010. The data has been adduced by Dr. Slobodan Čikarić, academician, who heads the Belgrade Oncological Clinic and Serbian Cancer Society. One can get introduced to it in the sensational book written with co-authors called Crime in War – Genocide in Peace and published in December 2012. According to him the depleted uranium munitions used by NATO were the immediate cause of mass cancer spreading around the country. Retired Serb General Petković says 44% of depleted uranium bombing took place the last 10 days of the operation, that is after the seize fire accord was concluded.
Taking it all into account it’s hard to understand why the Serbia’s authorities stopped screening the areas affected by depleted uranium use. Previously the government had paid for monitoring soil, water and air. The funds expired in April 2012. Tests went on without state funding for a few months thanks to the enthusiasm of scholars. But the required amount is too large for anyone else but the government to shoulder. The disease prevention program (launched in 2000) destined to monitor the health of local population in the bombings affected areas has been terminated too. Military Medical Academy and other large clinical centers had taken part in the program before. General Petković says there is no justification for stopping taking care of people who defended their country and lived on contaminated territory. They need an answer, especially against the background of dramatic increase of illness and lethality caused by cancer resulting from NATO’s depleted uranium bombings. (4)
Who are the Serbs for NATO? Formally military neutrality of Serbia is unacceptable for the Alliance; it’s a “dangerous anomaly” on the way of transforming the Balkan region into the territory of small, divided, dependent, pauperized United States and European Union’s protectorates. As the history shows, the Serbs are the people who have stood up to so many challenges and won many enemies. They have managed to preserve their national identity, faith and language under the most difficult conditions - they are an eyesore for the Western pseudo democratic world, which is being converted into the so called “civilization of nomads” right in front of our eyes. Serbia is a “Russian Balkans outpost”, the only Russia’s strategic ally in Europe. The West has always been and still is merciless dealing shortly with the Serbs not shying away from the most barbarian, inhuman ways to do it. One should not cherish hopes against hopes: Serbia is not the last target in the plans of transnational centers. To lend a helping hand to the Serbian people now means to prevent rowdiness and crimes at some stage in the future. A small nation cannot hold out against the full-scale attack on its own when its people are declared to be a “dangerous infection”. It is permitted to resort to any measures while dealing with it, including scorched earth policy and use of depleted uranium.
