Why is individuality and not caring what other think such an alien concept to most people?

It seems that people from lower socio-economic status are particularly collectivist and have some kind of vague or incoherent community rule which has no legal stature or precedence but they expect others to follow it and they often arbitrarily enforce this bizarre code against any person, typically asocial white men who has irritated the herd.
