Why is individuality and not caring what others think such an alien concept to most people?

It seems that the lower socio-economic class are particularly collectivist and have some kind of vague or incoherent community standard which has no legal stature or precedence but they expect others to follow it and often arbitrarily enforce it against any unpopular person un the community, typically asocial white men who have irritated the herd.
